State Sen. Sue Madison, D-Fayetteville, talks
about changes in the state legislative process, good and bad,
brought on by the institution of term limits. She found that term
limits opened opportunities and increased participation for new
legislators, including herself when she was elected to the House
of Representatives, but reduced the power of the legislature
relative to the state agencies they oversee.
